Palmate means "having a shape similar to that of a hand with the fingers extended: palmate antlers."
http://www.thefreedictionary.com/palmate
Hence, a deer with palmate or palmed antlers has a broad, flat section at the base, with tines protruding from it. Fallow deer and moose have such antlers. (Remember Bullwinkle?)
