Depends on what language you are using. In Norwegian and Danish, for example, to = 2, so the number of letters equals the value of the number. In Scots, fower = 4, so they do not match. In Italian, tre = 3, so they match, etc.
Also, in Hebrew there are often options to spell things in various forms, with or without vowels. Thus "arba'" (4) is always four letters, but "shalosh" (3) may be spelled with three or four, depending on the will of the writer.

In Polish there's no number which has the same number of letters as its value.
