A roads have 1-4 digits (I can find nothing refering to longer ones).
Hence it will be a four digit number begining with 9
That puts it in Scotland.

According to this wiki page link https://en.wikipedia.org/wiki/A_roads_in_Zone_9_of_the_Great_Britain_numbering_scheme
it is the A9013 in Scotland.
