What difference is there, if any, between a vol-au-vent and a bouchée à la reine?

The only difference is it's called bouchée à la Reine in French, and in Switzerland and Belgium it's vol au vent.

Close cousins to the vol-au-vent, bouchées are always made with puff pastry that has baked blind and filled with various mixtures. The major difference between the two is that bouchées are always made with mini-pastry shells which will be served as individual portions.
