Very difficult to answer as there are so many different shoe sizing systems around the word.
This conversion chart shows 11 different systems. I'm making a presumption here that seeing as they all convert to a final number that is equal to each other that these are the higherst the standard 'on the shelf' shoe goes to.
A couple of examples are:
Europe: 48.5
Mexico: 12.5
England: M - 13.5 W - 13
Australia: M - 13.5 W - 14
USA & Canada: M - 14 W - 15.5
