There are several independent nations without a national football league, even if they do have a national football team. Some have football clubs playing in other countries' leagues.

This webpage has list of FIFA countries with national football leagues. You'd need to compare that to a list of FIFA members to see who's missing, and then check the population stats of those missing countries.
