On a cold New Years Eve in England, Jimi and others went back to Noel Redding's (bass player) mother's house.
Jimi wanted to stand near the fire to warm himself but Noel's mother's great dane was near the fire, hence the reference to "Aw, move over, Rover, and let Jimi take over..."
The second site shown above also mentions various other (unsubstantiated) theories, such as referring to a Land Rover and to Mother Hubbard giving her dog a bone but the Wikipedia page references the "Record Collector" (330): p96. 2006
