For very different reasons:

Duluth, Minnesota

"Duluth has been called "the San Francisco of the Midwest." The expression alludes to San Francisco's similar water-to-hilltop topography. "

Denver, Colorado

"Gay Midwestern - and now many Californian - "escapees" have been migrating to this urban hub for decades- Denver has even been described as the San Francisco of the Midwest. "

According to Google, just about any midwestern city with a large gay population has been referred to as "San Francisco of the Midwest."

Duluth is the answer I was looking for! I have been to both San Francisco and Duluth and both consist of very steep hills close to water.

Colorado is not considered a Mid Western state; although, I know that your web site says different.

This site explains the region.
