That's right. Here's one more.

Trinity County has no traffic lights, freeways, parking meters, or incorporated cities.

In my short search, I came across one Alpine County in California that has no traffic lights. Apparently, the population is so small (about 2 people per square mile) that they don't need traffic lights. Here's my source:

Modoc County also has no traffic lights. "What we don't have are malls, traffic lights, gridlock, freeways or gangs."
