In my short search, I came across one Alpine County in California that has no traffic lights. Apparently, the population is so small (about 2 people per square mile) that they don't need traffic lights. Here's my source: link www.beachcalifornia.com/alpine-county-california-landmarks.html

Modoc County also has no traffic lights. "What we don't have are malls, traffic lights, gridlock, freeways or gangs."
