I have a feeling that there could be more than two states that meet this criteria, but Kansas and Missouri border each other and have multiple counties in their states that are the same name.
Quickly reading, I see that Clark, Jackson, Jefferson, and Johnson exist in both of these states.
Since 31 states have a Washington County (Parish in LA) and 26 a Jefferson and 23 a Lincoln, and doubtless many other repeated names, I'd say lots of 'em.
