Any city north of the Tropic of Cancer will never have the sun directly overhead. (That is the definition of the tropics, located at 23¨¬ 26¡Ç 17¡È on either side of the equator, an angle determined by the tilt of the Earth on its axis.) From this map, New Delhi is one example.
Gujarat, Rajasthan and the others are states, not cities. Some cities not receiving direct sunlight are Bhopal, Kolkata, Porbandar, Jammu, Srinagar, Gangtok, Lucknow, Shimla, Chandigarh etc.
