At the Annapolis Naval Academy the cap toss started in 1912. Relatives and the press grab some but the majority are claimed by children in the audience.
I attended my nephew's graduation from the Air Force Academy in Colorado in 2005. If I remember correctly, children were escorted onto the field right before the graduates threw their caps into the air and the children were allowed to keep whichever cap they found and usually the cadets had tucked some money into the cap!

They don't find them. I graduated from the US Air Force Academy and we put cash in our caps. They would let the kids in the stands go down and take a cap home as a souvenier (and hopefully the cash inside). We no longer cared about them since that was part of our cadet parade uniforms that we no longer needed (now moving to active duty and wearing different uniforms).
