Why do disposable lighters have two separate fluid chambers even though the fluid can flow between the two?

I've no evidence for this, but I'd reckon it's for strength. I can't put my hand on a cylindrical one, but they shouldn't need to be built that way. A flat side is weak, and making two chambers will support it.
