Can mold grow in moving water?

Moisture is defined as - Diffuse wetness that can be felt as vapor in the atmosphere or condensed liquid on the surfaces of objects; dampness.

There seems to be an exception. Saprolegnia paracitica, a type of water moulds or oomycetes, grows on the body or fins of freshwater fish including catfish, trout and salmon.
