According to the tour guide here for Danshui, it has the world's most northern mangrove forest. (last paragraph of introduction)

I am not sure of the final answer, but Danshui, Taiwan is definitely wrong. There are mangrove forests farther north in Asia, for example the Ryukyu Islands, Japan.
