Which languages do linguists regard as the most and least efficient by numbers of syllables used to convey general meaning?

It seems that there is very little agreement on this! Some say English, some Mandarin, and others Esperanto (since it was invented for the very purpose of efficiency). Some even say Math(s)! On the topic of the least efficient, there is even less agreement.
