I've found a song by that title composed by one David Llewellyn, but haven't been able to link it to the football chant.

I think the David Llewellyn you refer to is just a man who arranged some well known songs to make an album for pre-schoolers in 2007.

Here is the tune I am talking about, adapted for an advert in about 1988/9.

I suspect the tune's authorship is unknown.
