The US Capital with the lowest rainfall is Phoenix, Arizona - 8.7 inches.

Lima, Peru is probably it -- less than one inch of rain annually.

Santiago receives on average 357 mm (14.1 in) of precipitation annually or 30 mm (1.2 in) each month. Dry, but not as dry as Lima.
