Uvalde (please, note spelling difference) is a town in Texas. Many cowboy nicknames are built using a location followed by a physical descriptive (outside westerns, see Minnesota Fats).

Dusty would become Uvalde Slim to do the things that Dusty wasn't supposed to do, because he was the "good guy". In other words, Slim could get more down and dirty than Dusty.
