Records from the early days of the game being incomplete, nobody seems sure of the answer to this kind of question. I can find a couple of substantial totals, although how many of these were hit with a full count is not mentioned:
'Luke Appling of the White Sox fouled off 15 Bob Feller pitches over a single plate appearance during Feller's 1940 opening day no-hitter; Richie Ashburn of the Phillies once fouled off 14 straight pitches from Cincinnati hurler Corky Valentine - in a 1954 game - before drawing a walk.'

Records for foul balls are not kept officially so you have to go to the sports writers for information. According to Mike Attieyeh, author of several books on baseball, Luke Appling hit 15 foul balls in 1940 playing for the White Sox. Bill James, also a baseball author, writes that Roy Thomas hit 22 fouls at one at-bat.
According to Baseball Digest, in another game during the 1940 season, the White Sox great fouled off 24 pitches in one trip to the plate, befuddling the Yankees Red Ruffing. Though there is no hard proof for this that I could find, there is this quote from the Baseball Digest story: "So I started fouling off his pitches," Appling said"¦ "I took a pitch every now and then. Pretty soon, after 24 fouls, old Red could hardly lift his arm and I walked.
