What is in those annoying plastic capsule like inserts found mainly in OTC medicine bottles(like aspirin)?

It is most likely a container of silica gel which helps absorb moisture. My bottle of Advil has one containing "Sorb-it".

Most of the Silica gel inserts I have seen look more like sugar packets than plastic capsules. The packet has to be permeable to allow the moisture to reach the silica gel inside.
