According to Wikipedia, there was a song recorded by Laverne Baker in 1956, called Jim Dandy. However, the term jim-dandy, meaning an outstanding person or thing, predates the song. Its first recorded use was in 1844 and may come from the title of an earlier song 'Dandy Jim of Caroline'.
So, it would appear that Jim Dandy was not a real person.
