From Wiki under ordinal numbers (linguistics) used in fractions: "When speaking the numbers in fractions, the spatial/chronological numbering system is used for denominators larger than 2..." The numerator is said in cardinal form (two in this case) and the denominator is said in the ordinal manner giving 2/21 said as two twenty-firsts.
