General Francisco Franco proclaimed Spanish neutrality during WWII but acted like an ally of Hitler. Spain sent a division of soldiers to fight with the Germans against Russia. He did not, however, move to take Gibralter from the British. And he stopped shipments of tungsten to Germany. The newly-formed UN was slow to admit Spain because of its pro-Nazi behaviour during the war.
