As far as I know, it would be Elisabeth Domitien, who was appointed as Prime Minister of the Central African Republic in 1975.
The post was created by Jean-Bédel Bokassa, who was the commander-in-chief of the nation. She was appointed to the post given that 1975 was International Women's Day, and Bokassa felt that giving such merit to a woman would earn him international recognition.
