Actually, President Lyndon B. Johnson said this when asjed if he would serve a second term.

I answered this question from memory - perhaps in haste. When I check what General Sherman actually said, it was - 'I will not accept if nominated, and I will not serve if elected.' Could well be that it's Springsteen or Johnson paraphrasing.
