Unless our American Cousins can state otherwise I'd opt for Andy Pandy (UK children's TV show 1950.) Repeats ran till the 1970's.

From what I can tell, I Love Lucy started reruns about 1960. I couldn't find sufficient information on the date of the first rerun of Andy Pandy. I'd offer The Lone Ranger, which started in 1949, and whose first rerun aired in 1953.
