New York ( Jets/Giants) and Ohio ( Bengals/Browns)..

But the New York Jets and New York Giants are New Jersey teams! But there's Buffalo....

Florida has teams in Miami, Jacksonville, and Tampa Bay
Pennsylvania has teams in Pittsburgh and Philadelphia
Texas has teams in Dallas and Houston
Missouri has teams in Kansas City and St. Louis
California has teams in San Diego, Oakland, and San Francisco

There are many teams playing American football in every state, but assuming this question was meant to be about NFL teams, the above information is correct, with some updates:

New York (New Jersey stadium used for NYC): Buffalo Bills, NY Jets, NY Giants
California: LA Rams, San Diego Chargers, Oakland Raiders, San Francisco 49ers
Texas: Dallas Cowboys, Houston Texans
Pennsylvania: Philadelphia Eagles, Pittsburgh Steelers
Ohio: Cleveland Browns, Cincinnati Bengals
Florida: Miami Dolphins, Tampa Bay Buccaneers, Jacksonville Jaguars

Missouri is no longer qualified, with the Rams now having moved back to Los Angeles from St. Louis.
