What is a gender-neutral name for 'cow'?

I have always considered a cow to be a cow, when referring to the animal in general. The only gender-inclusive term I'm aware of is the collective 'cattle'.

European bureacrats searched long and hard for such a gender-neutral term and decided that there isn't one. They invented the term 'bovine animal'.
