Where was the first European skyscraper built and in which year?

Het Witte Huis in Rotterdam, built 1898, claims to be the first, but this is debateable as it has no iron or steel 'skeleton'.

'the first 'skyscraper' title goes to the Royal Liver Building in Liverpool which was completed in 1911 and for many years the tallest building in Europe.'
