The mass of a litre of water is one kilogram. Mass is the quantity of matter that something contains: it does not vary with atmospheric conditions. So a litre of water will have a mass of one kilo on the moon just as it does on earth. Weight, however, is a force and varies according to local gravity: on the moon a litre of water would weigh about one sixth as much as on earth.
