Betty, Neil and Lulie are three people from one of Phoebe's songs.

There was a girl. We'll call her Betty.
And a guy. Let's call him Neil.
Now, I can't stress this point too strongly,
This story isn't real.

Who will be the girl that he casts aside.
Will Betty be the one who he loves truly,

Julie is Ross' girlfriend at the end of season 1/begining of season 2, whom he met in China. Then Ross and Rachel kissed, and that is what the song is all about
