It was not the drilling alone he used to torture Dustin Hoffman's character, but by applying Cloves Oil in varying degrees to the drilt tooth.

Oil of cloves was used to numb the pain to prevent the character getting used to the pain by relieving it every now and then.
From experience, it is one of the best things for any one suffering from toothache
