Which travels faster, the inside or the outside of a record album?

The points on the outside travel further in the same time period so are clearly moving faster than those on the inside.

The outside of the record has a higher speed, but the same velocity (zero).

Hijakr, that is incorrect. Velocity is merely speed with a given direction. As the speed of the points are different so is the velocity.
What is constant for all points on a rotating record is angular velocity the amount of angle turned through in a fixed time.

Linear speed - the outside travels faster than the inside...Angular (or rotational) speed - the outside and inside travel equally.
