If you're going by the lyrics to the song, the cop didn't swallow anything!
There have been several recordings of "Frosty The Snowman", and they all have basically the same lyrics, which mention a traffic cop hollering "Stop!", but not swallowing anything!

My school recorder group did Frosty as part of a little play I wrote for the school Carol Service - and there was no reference to swallowing anything in the lyrics and music that I had to buy for them. There may have been a cartoon version that I don't know about, but the official lyrics are swallowless.
