No. Andy Gibb died in 1988, the song was probably composed in the 1990's (around 1996/7). It is commonly believed that "Immortality" was composed especially for Céline Dion by brothers Barry Gibb, Robin Gibb, and Maurice Gibb (Andy Gibb's older brothers) - commonly known as the Bee Gees.
