Does the 'guay' ending on Uruguay and Paraguay mean the same thing?

It certainly does...

From the GuaranĂ­, the language of the local people of that area, the ending "guay" means to, or from water. "Gua", meaning to/from, the simple one letter word "y" being the Guarani for "water".
