Ninety-nine percent of all trucks in China are this same blue color. The other one percent is another variation of blue. It does cut down on how may colors of paint the paint companies need to produce.

They could have adopted that idea from Hongkong. In HK there is a color-coding scheme. e.g. you can only ride a red-painted taxi's when your destination is HK Island. Green and blue-painted taxi's has also different destinations.
