MY answer was specific TO the town of Holland, Michigan...which, incidentally, boasts a $100 fine on other sites. All of the research I have done nets info ONLY on Holland, Michigan.

Oho, a trick question I see. I should have realised it as it didn't use the official name of the country 'The Netherlands'.

Seems the $50 and $100 holland, Michigan tulip fine rumor is false
It's kind of this Holland lore that there's a $50 fine for each tulip that is picked," Capt. Rick Walters of the Holland Police Department said. "I'm not sure where that came from."

Technically, picking a tulip can be considered malicious destruction of property. So plucking one from city property or public right-of-way can be a 90-day misdemeanor criminal violation - if you're caught.
