What are the pointed parts of spurs called?

The rowel is the sharp toothed wheel and the points on the rowel are called "pricks."

Here is where it gets confusing....The ROWEL is on the end of the SPUR. It is not the spur. So technically the wheel with the PRICKS on it is the ROWEL but the points are actually the PRICKS.
