Whomever invented it did it in 1964, when the plastic milk container came into common use.

Polyethylene, #4 LDPE,was discovered largely by accident in 1933 by scientists working for ICI.
POLYETHYLENE (HIGH DENSITY) #2 HDPE (milk jug)
HDPE (high-density polyethylene) and crystalline polypropylene are both plastic products. In 1951, methods of manufacturing these plastics were invented by research chemists Paul Hogan and Robert Banks of Phillips Petroleum.
Became commercially viable in 1967.
