I don't think the Hebrews at the time names were being created had heard of a Fiona, seeing as it's a Gaelic name http://www.thinkbabynames.com/meaning/0/Fiona
Lily, being of Latin origin, is slightly more possible, but it is rather more modern in its application as a name.

Jonas means Accomplising in Hebrew
Gabriel means God is my strength
Asher means Blessed, happy, fortunate
I couldn't find the Hebrew meanings to Lily or Fiona.

The closest word to Lilly is Lilach, a different species of flowering plant, or alternatively "li-lach", "mine-yours".
Fiona is not a Hebrew name at all, and has no Hebrew meaning. Only rarely is the letter Pheh pronounced as a soft F on the beginning of a word in Hebrew.

Jonas does come from Yonah, which does mean dove.

Asher - happiness, joy, good fortune. To quote Leah, who gave that name to her son, "b'oshri ki ish'runi banot" - "it is my happiness, for daughters [in law] will make me happy"
