Melanin can be found in the stratum basale.

The Epidermis Layer or surface layer holds the definition and pores. It also contains the pigment melanin. In dark skinned races this prevents most of the colour from the lower layers from showing through.

Incidentally, Epidermis is divided into the following 5 sublayers or strata:
Stratum corneum
Stratum lucidum
Stratum granulosum
Stratum spinosum
Stratum germinativum
