Does water regulate the earth's temperature?

Since it takes a lot of energy transfer to modify the temperature of water, yes. But water merely prevents the sun and the vacuum that surrounds us to make temperatures vary too wildly (one sense of regulate), it acts as a buffer. But the water on earth does not dictate the temperature (other sense of regulate).
