Which country has the largest malt whiskey distillery in the world?

Japan, but there seems some dispute. Suntory's Hakushu distillery was the largest, but doesn't seem to be in full production. If their Tomatin distillery in Scotland is in full production, that might be the biggest malt producer now. It's certainly the biggest in Scotland, so far as I can see. I am taking the spelling 'whisky' to mean that distilleries of 'whiskey' don't count.
