Flight of fancy here, but: I've always sort of wondered why it didn't occur to the Philistines that if they didn't keep Samson shaved, his hair would grow back and his strength would return.

Of course, logic isn't one of the Bible's strong points.;)

She had to shave him completely, not just the seven locks, according to the text.
