My Concise Oxford says that "loaded" (of a question or statement) means "charged with some hidden or improper implication".
In this sense it comes from "loaded" as in weighted or biased (e.g. loaded dice).
An example of a loaded question would be the classic:
"When did you stop beating your wife?"

A loaded question is a question that is posed with a certain answer in mind or containing a particular phraseology so as to set up the next set of questions and/or answers.
Loaded questions are the sort of questions that GOOD Police Interrogators and Trial Lawyers will pose.
