Probably not, though according to the BBC his aircraft landed briefly at Prestwick, Scotland in 1960. My own experience of such a landing was that one stayed in the aeroplane, so although he was there he probably did not "set foot on British soil".

The website linked below specifically deals with the landing at Prestwick, Scotland. The pictures from the site are purported to have been taken during his time off the plane.
The date was March 3rd, 1960. The place was Prestwick Airport in Scotland. Elvis was finishing his American army national service and stopped over in Ayrshire for a precious two hours. Despite a massive security clampdown, the news leaked out that a mystery V.I.P. was flying in ... and when Sgt. Presley stepped off the plane, local fans rushed to greet him. And, without the restraining influence of aides and his personal manager, "Colonel" Tom Parker, the star felt relaxed enough to mix with them.
