When a prisoner has "maxed out" of prison, he has served his sentence in its entirety.

In other words, he, or she, has not been released early on parole. A paroled inmate is required to report regularly to a Parole Officer and to meet certain standards of behavior. If the parolee violates the conditions and is caught, he will be returned to prison.

An inmate released because he has served the entire sentence, is free without restrictions.
