A square is a special kind of rectangle where all four sides have equal length; that is, a square is both a rectangle and a rhombus. A rectangle that is not a square is colloquially known as an oblong
To answer the questions:
A rectangle is sometimes a square and a square is always a rectangle.

A square is never a rectangle, but a rectangle can be a square. It's kind of like "all poodles are dogs, but not all dogs are poodles" situation.

A square is always a rectangle.
Definition of a rectangle is: a 4 sided figure. 2 sets of parallel sides. Opposite sides have equal lengths. 4 90 degree angles. Diagonals meet in the center.
The definition of the square is exactly the same except that all 4 sides are equal.
